John Walsh is a 27-year lottery industry veteran and one of the chief architects of
the Cooperative Services Program (CSP) concept, a performance-based business model in which a lottery supplier’s compensation is based on helping lotteries grow their sales and value added services. Recent successes in Italy and Germany have ignited global interest in CSP, long a proven business model among U.S. lotteries. China, additional German states and the Ukraine are the newest lottery jurisdictions to embrace its proven principles. Mr. Walsh has been instrumental in helping to lay the CSP foundations in each of these international jurisdictions.

The March 2008 launch of instant tickets in 31 provinces of the People’s Republic of China represents the largest CSP start-up in lottery history. In the first four months, instant sales were averaging $60 million per week at the 53,000 lottery retailer locations, with additional retailers being added daily.

A native New Yorker, Mr. Walsh joined Scientific Games in 1986 following a five-year stint with Control Data Corporation where, as an account representative, he managed the New York Lottery’s online sales support. This early-career experience gave him a deep understanding and appreciation for the connection between operations and logistics efficiency and a lottery’s sales and revenue success.

Between 1986 and 1993, Mr. Walsh was Scientific Games’ General Manager for the New York Lottery CSP. New York is the birthplace of the CSP concept. In 1987, he designed and implemented a courier-based manifest system, which today is the industry standard. He also designed, implemented and oversaw the telemarketing sales system for New York’s instant games as well as managed the Lottery’s vast and sophisticated instant game distribution system.

In 1993, Mr. Walsh was named Vice President, Cooperative Services. He would serve
in this leadership position for seven years, managing CSP start-ups in Florida, Georgia, Nebraska, Maine, Pennsylvania, Tennessee, Arizona, West Virginia and the Virgin Islands lotteries.

During his 22-year career with Scientific Games, Mr. Walsh has actively participated in the development of several important international lottery markets, including the Philippines, Russia, Mexico, South Africa, Colombia, Italy, France, Australia and the United Kingdom.

Mr. Walsh was named Senior Vice President – Marketing and Operations in 2000, and is currently Senior Vice President, Global Sales and Services. Today, he focuses all of his time and energy on the development and enhancement of the intricate, interrelated components that comprise Cooperative Services, as well as on providing comprehensive operations support to the company’s expanding global base of CSP customers.
Mr. Walsh earned his B.S. degree in Marketing from Fordham University in New York. His athletic accomplishments include being named captain of Fordham’s National Invitation Tournament-qualifying basketball team in 1981.
