Ms. Roiter has been the Secretary General and Vice President Legal Group for Loto-Quebec since 1996. Prior to that appointment, she was the Director of Legal Affairs for Loto-Quebec. Ms. Roiter’s contributions in those assignments include:
 Lead on establishing permitting Loto-Québec to diversify its activities to casino, lottery video and satellite bingo
 Lead on establishing joint venture for establishing legal framework permitting joint venture with Fairmont Hotel and Le Fonds de solidarité (pension fund) Manoir Richelieu resort and casino
 Lead on class action by lottery video players
 Corporate Secretariat (Loto-Québec and all its subsidiaries)
 Problem Gaming Research and Prevention Department
 Internal audit and Development of risk management policy and control assessment
 Documentary centre and archives
 Board Member of Loto-Québec subsidiaries: Ingenio, filiale de Loto-Québec inc., Société des casinos du Québec inc., Resto-Casino inc., Société des loteries vidéo du Québec inc., Société des bingos du Québec inc., Casiloc inc.
 Board Member of Loto-Quebec’s joint holding Manoir Richelieu Limited partnership.
Ms. Roiter also presently serves as Chairman of the Board of the Interprovincial Lottery Corporation. She served in that role from 1996 to 1999 during which time Ms. Roiter was the lead on the Earth Fund Lottery case heard by the Supreme Court of Canada. This case established for Canada’s provincial lotteries to have exclusive rights to implement Internet gaming in Canada.

Ms. Roiter has served as General Secretary of the Montreal Office – WLA (World Lottery Association) since 1999. Prior to that, she served as General Secretary to the predecessor of WLA, AILE. She was a member of the transition team for the dissolution of AILE and INTERTOTO and the creation of WLA. Additionally contributions include:
 Creation of Global Legal network, apprising members of latest development worldwide as well as legal and responsible gaming forums
 Database on members retailer network and gaming product line
 Lead on WLA representation to European Commission in trade buyer restriction case. Contribution of legal article for WLA Magazine

Prior to joining Loto-Quebec, Ms. Roiter was Director of Legal Affairs for Quebec Human.
Rights Commission ( 1984-1985); Corporate Secretary and Director of Legal Department, Legal Counsel – Quebec Automobile Insurance Board; and in private legal practice from 1973 to 1978. Ms. Roiter graduated from McGill University in Montreal and from the University of Laval with a Legal Degree with Distinction and was admitted to the Quebec Bar in 1972. Ms. Roiter received the Canadian Gaming Industry Award for Industry Leadership and Outstanding Contribution in 2008.
