Before joining the Irish National Lottery at its start-up in 1987, Ray Bates held a number of senior positions in the Irish Civil Service in the Ministries of Finance, Economic Planning and Development, Public Service, and Social Welfare. He was appointed Head of Computer Operations in the OECD, (Organisation for Economic Co-operation and Development), based in Paris from 1980 until his return to Ireland in 1984.
He joined the National Lottery in 1987 as Head of Information Technology, and was appointed Irish National Lottery Director in 1989. He was appointed to the Board of Directors of the National Lottery in November 1991. He led the Irish Lottery through 18 years of continuous growth and developed it into its position as a National Institution, much admired and respected by the Irish people. Under his careful and sensitive guidance, playing the National Lottery in Ireland has become a normal and accepted part of Irish life by all strata of society.
In 1995 he was elected President of the European State Lotteries and Toto Association for a four-year term, at the end of which he led a team that merged two European Lottery associations into a single unified body called European Lotteries (EL). In 1999 he was elected as first President of the newly formed EL for a period of two years. In 2001 he was nominated as Honorary President of EL. From 2001 to 2006, Ray was an active member of the Executive Committees of EL and WLA.
Ray has been invited to advise the highest authorities on Lottery affairs in many jurisdictions, including United Kingdom, South Africa, Ukraine, Sweden, Estonia and Malta. He was a Member of the Irish Government’s Euro Changeover Board 2000 to 2002 and in the past has been a Member of the Council of the Irish Management Institute and the St. Patrick’s Day Festival.
He retired from his position as National Lottery Director in June 2003 and has since been engaged in consultancy work with a number of State Lottery Companies in Europe, as well as being engaged in committee, working group, seminar and conference activities under the auspices of EL and WLA.
Ray has a B.Sc. in Computer Science and an M.Sc. in Economics & Statistics from Trinity College, Dublin.
